He said that our target is to produce 4500 MW solar energy in the next three years by 2027. CM Kejriwal said that if you invest Rs 90 thousand in a solar plant, you will save Rs 1250 on zero bills every month and will earn a separate income of Rs 700. That means a profit of Rs 24 thousand every year. Investment returned in 4 years.

He said that if you produce 3 kilowatt electricity, the Delhi government will deposit it in your account at the rate of Rs 3 per unit. We will give Rs 2 per unit for 3 to 10 MW. Delhi government will give a capital incentive of Rs 2,000 per watt, which will be maximum of Rs 10,000. This is different from the subsidy of the central government. Arvind Kejriwal said that with this scheme all the residents of Delhi will have zero bills. Commercial bills will also be less.

Benefits of installing solar panels

Explaining the outline of the policy, a senior Delhi government official said, this scheme is related to power generation. For example if you are using 400 units of electricity per month and you have installed a 2 kW solar panel, that generates approximately 220 units of solar energy. These 220 units will be adjusted as per your consumption through net metering.

He said that this means that your net consumption will now be 180 units. Those who use less than 200 units of electricity in Delhi do not get electricity bill under any circumstances. Apart from this, you will also be paid for the 220 units that you are generating at the rate of Rs 3 per unit. Under the policy, if the solar panel is up to 3 kW, the government will pay Rs 3 per unit and for plants between 3 to 5 kW, Rs 2 per unit for five years.

An official said that for example, under the current electricity subsidy, people get the benefit of only Rs 800 a month. Most of the consumers who get zero bill use only 200 units. Most of them do not use AC or heavy electrical appliances. Also, the price of a good quality solar panel ranges from Rs 40,000 to Rs 1 lakh and above. A small panel will not generate much electricity… We hope that additional subsidies and production-based incentives will attract more people.

Another official said that the government may consider EMI option for installation. A typical middle class person buys a TV, refrigerator, washing machine and even a mobile phone on EMI… Not many people can afford to pay the entire cost upfront.
