The results of elections held in five states have come. There is a tussle going on in the states regarding names for the post of Chief Minister. Veteran leaders are lobbying till Delhi for the post of CM. As soon as the names are finalized, preparations for the swearing-in will begin. Revanth Reddy has already been approved as CM in Telangana. There is talk that the swearing in ceremony may take place in Telangana on 9th December.

After the discussion about the swearing-in ceremony, there are rumors about the names who can be made ministers. For this, multiplication and mathematics have started. Know what are the rules regarding cabinet in the state, how many ministers can be made in a state and how many types of ministers are there.

How many ministers will there be in the cabinet of the new government?

Be it a state or central issue, the number of ministers in the cabinet is limited. The Indian Constitution says that the number of members in the Union Cabinet can be up to 15 percent of the total number of members in the Lok Sabha. The same rule applies in the state assemblies also.

The number of ministers can be only 15 percent of the total number of members in the Assembly. This can be understood with an example. Suppose there are 200 assembly seats in a state. Multiply this number by 15 and then divide by 100 to get the number of ministers who can be made. In this way 30 ministers can be made in that state.

However, there was controversy regarding this rule in many states. There was a problem regarding this formula in Haryana when three new ministers were included in the Haryana government 7 years ago. Then the matter was stuck on decimal. Calculating the number in Haryana at 15 percent, the result comes to 13.5. It was heard in the court.

Rules change in Union Territory

A report by the Ministry of External Affairs states that in union territories, the number of ministers in the government cabinet cannot exceed 10 percent. Apart from this, before taking many important decisions including making new laws, it is mandatory for the Chief Minister to take the opinion of the Lieutenant Governor.

How many types of ministers are there?

There are mainly three types of ministers in the Council of Ministers of any state. Cabinet Minister, Minister of State and Minister of State (Independent Charge).

  1. Cabinet Minister: Cabinet ministers are those who head important departments of the state government. They play an important role in making policies.
  2. Minister of State: The second category is of Ministers of State. They work together with cabinet ministers as their assistants. He does not participate in cabinet meetings. But the facilities are similar to those of ministers.
  3. Minister of State (Independent Charge): These are ministers who have independent charge of the department, but when necessary, express their opinions and views in the cabinet meeting.
