Chaudhary Charan Singh was born into a peasant family. Because of which he was fully aware of the problems of the farmers. For this reason, he tried his best to support the farmers, he served as the Prime Minister of India from 28 July 1979 to 14 January 1980. When the 1979 budget was prepared. At that time this budget was designed to meet the demands of farmers.

The Agricultural Produce Market Bill was introduced by him in the Legislative Assembly. The main objective of which was to protect the welfare of farmers against the killing of dealers.
